Abstract

The public policy process is a complex and structured series of steps involving the creation, formulation, implementation and evaluation of policies by the government or public institutions. This process involves various actors and institutions, and is influenced by various factors and interests. Public policy formulation is a critical stage in the policy cycle that involves identification, analysis, and determining solutions to a problem or issue. This process can be divided into several steps, although the actual process may vary depending on the context and complexity of the policy being discussed. Qualitative research emphasizes that the researcher himself or with the help of others is the main data collection tool (Moeleong), for whom the researcher is the key to conducting research. Researchers do not only act as data takers, data processors and inventors of research data. Policy in the context of the formulation phase and problem formulation phase is a very important and decisive stage. This is the first step and fundamental foundation in the policy-making process, and will influence the way the policy is designed.
